Daniel 7:7-8 "7 After this I saw in the night visions, and behold a fourth beast, dreadful and terrible, and strong exceedingly; and it had great iron teeth: it devoured and brake in pieces, and stamped the residue with the feet of it: and it was diverse from all the beasts that were before it; and it had ten horns. 8 I considered the horns, and, behold, there came up among them another little horn, before whom there were three of the first horns plucked up by the roots: and, behold, in this horn were eyes like the eyes of man, and a mouth speaking great things."
In the second chapter of the book of Daniel, the pagan Babylonian king Nebuchadnezzar is given a dream by God, in answer to the king's desire to know the future. The dream is interpreted for the king by God's faithful servant Daniel, after whom the book is named. In this dream the pagan king is shown by God the succession of world empires that would follow his own, the Babylonian empire – these empires are symbolised by a great statue of a man.
Bible scholars are in virtually one hundred percent agreement that the symbolism of the great image of a statue seen by Nebuchadnezzar in Daniel chapter 2 represents the four great world-ruling empires of history:
After the fall of the Roman empire in 476 AD, barbarian tribes overran the territory previously ruled by Rome and it was split into ten smaller territories or kingdoms. The prophecy in Daniel chapter 2 shows us that in the time of these 10 territories the end of human history will come and Christ will return. Daniel chapter 7 shows us that out of these 10 kingdoms a little horn (or kingdom) would spring up, which was different from the others, which had the eyes of a man and which would speak great things.
History has proven the accuracy of God's word - after 476 AD the territory of the Roman empire was divided among ten barbarian tribes, from which the nations of present-day Europe have evolved.
So this beast power has to come from the territories occupied by the Roman empire because it comes up among the 10 barbarian tribes – represented by the ten toes of the image in Daniel 2 and the ten horns on the dragon in Daniel 7:8.
The Papacy arose in the heart of the former Roman empire, and in fact inherited the very seat and power of the Roman emperors.
